PROCUREMENT OFFICER SPECIALIST
The Office of the Comptroller’s is currently hiring for a Procurement Manager. Primary responsibilities include purchasing construction-related services and other complex commodity purchases for Illinois State University. Position requirements include purchasing/procurement experience and/or college coursework totaling two (2) years. a. Work experience performing duties comparable to those performed at the Procurement Officer level of this series or in positions of comparable responsibility[i].

b. College credit for course work in any field
-30 semester hours equals six (6) months
-60 semester hours or Associate's Degree equals one (1) year (12 months)
-90 semester hours equals two (2) years (24 months)
-120 semester hours or a Bachelor's Degree equals three (3) years (36 months)
-Master Degree or higher equals four (4) years (48 months)
2. If this position is Security Sensitive or if you are subject to a criminal background investigation based on University policy, employment is contingent upon you passing a satisfactory criminal background investigation. You may not begin work until the criminal background investigation results have been received and cleared by Human Resources.
2. Thorough knowledge of purchasing terminology and principals of purchasing.
3. Thorough knowledge of ethical and moral concepts which guide relationships between end user, buyer and vendor.
4. Thorough knowledge of State construction process and contracts.
5. Working knowledge of a computerized purchasing/financial system.
6. Strong ability to analyze complex information and situations.
7. Ability to communicate clearly and professionally.
8. Ability to work with interruptions and to change priorities as needed.
9. Ability to remain calm and professional in the face of resistance or hostility.
10. Ability to work effectively and professionally with Purchasing staff, University staff, state procurement offices, and vendors.
11. Strong interpersonal skills to develop and maintain good working relationships and participate in teamwork activities.
12. Ability to exercise good judgment and discretion.
13. Proficient use of Microsoft Office.
14. Excellent organizational and multi-taking skills to produce accurate, detail-oriented work while meeting stringent deadlines.
15. Ability to adjust to frequently changing State requirements and incorporate into workflow
16. Ability to analyze work processes and determine and collaborate with State and University staff to make efficient and necessary workflow changes.
