Senior Financial Analyst
Salary: $28.46 per hour-$44.11 per hour
Position Summary:
This position develops models and employs varied methods of mathematical and statistical analyses to determine the feasibility of proposed financial initiatives. Based on the outcomes of the analysis this position advises and makes recommendations to senior management regarding the economic, financial and accounting implications of proposed operational strategies or new projects. This position works directly under the Director of Finance.
Essential Functions:
• Performs administrative, accounting, financial and mathematical support to aid in planning and directing the financial program.
• Analyzes quantitative and qualitative data, as well as interprets related data from multiple sources.
• Prepares regular and technical financial studies and reports.
• Completes the Monthly Financial Reports and all associated supporting documentation.
• Assists and participates with the Executive Officers in preparation of the Revenue Bond documents and presentations for the Commissioners, City Council and the rating agencies.
• Assists Executive Officers, Attorneys and Bond Underwriters in development of the Official Statement.
• Evaluates and makes recommendations on the mix of debt instruments in new bond issues.
• Review proposals from investment bankers to determine if the current mixes of variable, fixed and synthetic fixed rate debt instruments provide the best results for the Commission.
• Develops and implements methods for financial analysis by utility, forecasting revenues and expenditures.
• Participates in the implementation of the Enterprise Resource Planning (ERP) and customer service computer systems as it relates to financial reporting topics including detailed testing of new computer applications and preparation of Users Guides.
• Prepares all supporting documentation for the rate analyses and annual updates using a financial Rate Model.
• Develops asset valuation (Original & Reproduction Cost Less Depreciation (OCLD & RCLD) analyses utilizing industry cost indices and depreciation methods.
• Performs analytical studies as required to study the financial and economic implications of varied business strategies using financial models, interprets results and advises management.
• Develops special analyses, studies, surveys, and reports as requested by management.
• Develop financial plans and retail rates for major customers.
• Develop and research financial projects.
• Financial research and development.
• Develops and maintains policies as required; provides financial technical assistance and troubleshooting to other departments.
• Regular attendance is required.
• Job performance must conform to all CWS policies and procedures.
